At first, the Han(yellow) army is inactivate(and it need not player). Wu(green) moves first, then is Wei(black), then Shu(red). The files(or ranks) that marked with 界 are borderline, pawn can move sideways for 1 square on the borderline. Once it crossed the borderline, the pawn becomes wazir, but it can only move in arena(the central 9x9 area). Elephants moves like Alfil in Shatranj. Horse moves like FIDE knight. If a player is in check, then that player must move immediately to prevent from check. Two players may becomes a team if player1's horse is at player2's confederate point, then player3 can activate the army of Han, but the Han emperor can't move. Also, if player1 captured the Han emperor(MUST WITH HORSE!!!!!!), then player1 will activate the army of Han, and player2 and player3 will become a team. If a king is in checkmate, the player that made checkmate will use the army of the player being checkmated. Once either two players have formed an alliance, neither player to the alliance can take the initiative to dissolve the alliance. Unless one of the members of the alliance is eliminated by third player, the alliance will naturally dissolve. If the alliance defeats the third player, the alliance will immediately dissolve, and the two sides will be turned from alliance to battle. 盟 means the confederate point of Wei, 联 is Shu, and 合 is Wu. If a player checkmated another two players, then the player wins. If the game runs into stalemate, or every player can not checkmate others, then the game becomes draw.
It is good, but I(actually the game is not invented by me) have a better version of Game of Three Kings(which they introduced the inactivate army):
