Good indicate! One of this reason is move-only pieces are low cost. I have suggested the concept of MATERIAL COST. In this concept, move-only piece have a half cost than the leap-type prices. Secondary, now I thinking that four fundamentally rules of Chess type board game are exist. That is, FANTASY-TYPE, MODERN WAR-TYPE, CITY-TYPE, MEDIEVAL-TYPE. Let us say, CITY-TYPE chess has drop rule which is similar to shogi. So, if you can capture a move-only piece, you cannot use effectively by dropping them. If you capture a leap-type piece, you can use the piece effectively by dropping this. So, at CITY-TYPE chess, you can use CITIZEN(mW) for undercover way.
