I think, this short-range cannon is more interesting: it moves without capturing as wazir, aptures as rookhopper (rookhopper moves as grasshopper, but only rookwise). Or simply moves as rookhopper if it's Korean.
But in wich game it may be used? Maybe, in game, where short-range pieces promotes to long-range pieces? But sinilr games already exists. Maybe, in game, where pieces demotes? It's something more original, but such games also already exists. What about game, where new pieces can be made, but they are short-range if created not properly? I have one such game, i'll post it soon, but it's based on FIDE chess, it's rules will be complicated if i'll try to use them for Xiang-qi. Maybe simple FIDE chess with cannons (like Eurasian ches)?
