Halflings move half as far as their normal counterparts rounded up. Do Forwards and Dipole pieces of Rich Hutnik have about half their normal movements, like Betza's Halflings? [Later: ''Do they not...?'' is what is meant rhetorically, because obviously they are all about half.]
