It might be a tiny step in the right direction, but they are still very far from being clear and unambiguous. E.g. what happens when a Pawn is swapped to the furthest rank? Will it promote? And what if it is swapped back to its starting rank, can it move two steps? And how would a Pawn move on the back rank, where it normally cannot go? Is it allowed at all to swap it to that rank?

The definitions now in the Notes section are crucial to understanding the rules. They should be the first thing mentioned in the Rules section, rather than as an afterthought. Note that for this variant the definition of 'outside' is redundant, and what you call 'inner pieces' would normally just be called 'pieces'. If one says that you can swap any two of your pieces, it would always be understood that one is talking about pieces on the board, not pieces that once were on the board but are now captured, or pieces that have never been on the board.
