These things happen. I think TCVP are organized pretty well, but it's hard to search for a specific game mechanic. In this case, you would have had to read through 'different capturing methods' to find Rifle Chess, which you could have done, but it can be a hit-or-miss process. As long as the site continues to allow member submissions, I guess we just have hope that the experienced CVers will notice duplications and point them out.
